IMPROVING ACCOUNTABILITY

Abstract

If the trends established by the federal government ultimately pervade state and local practices, an even greater emphasis on evaluation is on the horizon for library programs. At the close of 1988, a newly elected George Bush declared his intention of becoming the Education President. In early 1989, he proposed a series of initiatives emphasizing accountability.
