Abstract

In this, the closing year of its tenure, the Reagan Administration seems to have moved slightly forward from its advocacy of zero funding for libraries. On April 18, 1988, Secretary of Education William J. Bennett submitted The library Improvement Act (LIA) of 1988 to Congress. This proposed legislation would completely replace the Library Services and Construction Act (LSCA) and Title II of the Higher Education Act (HEA).
