Abstract

Return with me now to those halcyon days of FY1985–86 in Dallas, Texas, Sunbelt, U.S.A. The public library's budget had been increased by $1.5 million to $16.5 million and was targeted for $17.2 million for FY1986–87. Three new branches were on the drawing board and bond issues had passed for two more. As related a year ago in “Reduction Budgeting Hits Home: the Dallas Story” in The Bottom Line (Volume 1, Number 2, 1987), our library never came close to the target and ended up with a $15.2 million budget for FY1986–87 including a staff reduction of 30 positions. At the time of that last writing mid‐year cuts loomed. Did they happen? Indeed, they did—and more!
