Of course, we do not enter the 1980s with a clean slate. We start with a long established pattern in our industrial relations. We need to understand this first, before we can really begin to talk about making the necessary improvements for the decade ahead. So I want to begin by describing what I see as the most important features of the present system, what I regard as its strengths and its weaknesses.
