TY - JOUR AB - AS with many other things in life, the training of young workers is a comparatively simple matter provided one is organised for it. The reason why the small firm is unable to offer satisfactory training is not necessarily that it cannot afford to meet the cost, but rather that it cannot provide the organisation. The main function of a group apprenticeship scheme is to provide the organisation and administration which the small firm cannot economically provide for itself. A group apprenticeship scheme is, therefore, potentially one of the most powerful agencies for solving the problem of the bulge, in that it can be the means through which the vacant apprenticeships in the small firms are filled.
