Abstract

A case study of a performance improvement programme in a Third World hospital is used to illustrate the Total Resource Management approach in institutional development. The approach requires a careful securing of both organisational effectiveness and efficiency. The causes of poor performance are described and an implementation plan, using action learning techniques, is presented.
