In September 1999, the US Department of the Interior, Bureau of Reclamation, Dam Safety Office, published A Procedure for Estimating Loss of Life Caused by Dam Failure, by Wayne J. Graham which can now be downloaded from the site above. The report first recounts some historical dam failures, then provides observations on dam failure, and finally provides a step-by-step procedure for estimating potential loss of life.
