The Emergency Services and Disaster Relief Branch (ESDRB)

The Emergency Services and Disaster Relief Branch (ESDRB) of the Center for Mental Health Services (CMHS) (part of the US Department of Health and Human Services), in partnership with the Federal Emergency Management Agency, administers the Crisis Counselling Assistance and Training Program, which oversees national efforts to provide emergency mental health services to survivors of presidentially declared disasters. The branch's activities are divided into three areas: services to individuals and communities affected by disasters, services to state and local mental health administrators, and services to other groups. The ESDRB Web site provides information about each of these areas as well as numerous documents and manuals on the provision of mental health services following disaster, including:
- •
Field Manual for Mental Health and Human Service Workers in Major Disasters;
- •
Psychosocial Issues for Children and Families in Disasters: A Guide for the Primary Care Physician;
- •
Psychosocial Issues for Older Adults in Disasters;
- •
Psychosocial Issues for Children and Adolescents in Disasters;
- •
Responding to the Needs of People with Serious and Persistent Mental Illness in Times of Major Disasters;
- •
Disaster Mental Health: Crisis Counselling Programs for the Rural Community.
The site also includes Best Practices – a document describing exemplary disaster crisis counselling programs across the country – and lists several videos, fact sheets, and pamphlets that can be ordered on-line.
