House wrestles with budget

On May 26, after struggling for two days with numerous amendments to the HR 1906, the FY2000 Agriculture Appropriations Bill, House leaders pulled it from floor consideration.

The thrust of the debate, led by Rep. Tom Coburn (R-OK) and other members, was to call attention to the funding caps and, if possible, report appropriations bills that would be significantly less than the caps.

The ALA Washington Office had requested action on behalf of the Government Printing Office line item, which had already suffered cuts from GPO's requested amount of $107.7 million, the figure that appeared in the president's budget. This lower level of funding will restrict services and not allow any increased services, but a further decrease could have crippling effect.

The Legislative Branch Appropriations Bill, HR 1905, although scheduled for floor action, was also pulled. Included in the bill are the Library of Congress appropriations, which are currently higher than the requested level.
