The Department of Non‐Formal Education in Thailand, with financial and technical contributions from IFLA/ALP, mobilized the participation of experienced educators and librarians within Asia to formulate a new vision of public libraries. To fulfil this vision a training package has been developed. This training package provides readers with comprehensive how‐to procedures for running public libraries in Thailand.

The package consists of six modules, including the desirable competencies of library personnel, how to organize community‐oriented learning activities in public libraries, community participation, appropriate technology for the public library, management of public libraries, and some model learning activities in the public library. Each module contains the following components: the desirable competencies, overall objectives, specific learning objectives, basic knowledge and theoretical foundation, training processes, training activities, training materials and evaluation procedures. Although this training package has been developed for the Thai situation, it can be implemented in any country in which public libraries are at risk.
