Italy NGO policy unlikely to deter migrants

They focus predominantly on restricting the number of rescues that vessels operated by NGOs can perform during a single deployment at sea. The government hopes that the legislation will make the Libyan authorities intercept more migrants as well as deterring people from trying to cross the Mediterranean.
