Presidential vote may not break Montenegro’s impasse

Depending on who wins, the election could end an impasse created when Prime Minister Dritan Abazovic lost a confidence vote in August and President Milo Djukanovic refused to approve a successor. Since then, parliament has been unable to appoint a government to replace Abazovic’s caretaker administration.


  • Montenegro’s EU accession negotiations have stalled.
  • Pro-Russian elite figures may exploit political instability, economic fragility and the dysfunctionality of state institutions.
  • The United States and EU will work to ensure that the future president and government do not deviate from a Western-oriented foreign policy.
