Sudan transition plan faces credibility questions

Although this nominally restores a path back to democracy after last year’s coup, the deal has not been warmly received by all Sudanese and leaves many questions unanswered about how the transition to democracy will be achieved.


  • Donors may wait until a civilian administration is established to restore aid, but may not require clearer political progress.
  • Political parties associated with the deal may lose popular legitimacy.
  • The absence of most leading armed opposition groups from the deal suggests resurrecting the peace process may prove problematic.
