Afghan Taliban prioritise control over recognition

Significance
The same penalty was meted out on November 11 to nine women and ten men in the north-eastern city of Taloqan. The use of physical punishment was ordered by Taliban leader Haibatullah Akhundzada on November 14, in a return to the practices which isolated the 1996-2001 Taliban government internationally.
Impacts
- European states are likely to be put off more than others from providing support.
- Regional states are less likely to alter their approach and may even approve of harsh measures that lead to progress against IS.
- There are rumours that women will soon be barred from university.
