New Montenegrin government has yet to fulfil promise

Achieving this would require support either from DF’s partners in the parliamentary majority or from the opposition. However, DF hopes that just the threat of such a move will prompt a government reshuffle in which cabinet positions go to leading DF members, as it pursues its agenda of changing the government’s direction.


  • EU membership is unlikely to happen in the near future; even 2025 looks hopelessly optimistic.
  • Political horse-trading could put passage of the 2021 budget in jeopardy.
  • New national carrier ToMontenegro’s smaller fleet and fewer destinations may delay the return of wealthier tourists from outside the region.
