US-Russian summit will not be a watershed moment

They are expected to discuss preparations for a presidential summit which is taking shape for next month, reportedly on June 15-16, despite harsh rhetoric, reciprocal sanctions and diplomatic expulsions.


  • The Biden team's approach to relations seeks gradual improvement but no radical 're-set'.
  • There is little point in Biden trying to enlist Russian support for containing China; it would take incentives he cannot afford.
  • The Arctic could become a zone of cooperation rather than security contestation more than in past years.
