Market forces alone cannot improve tech security

Significance
Such issues are either not considered at all, or security features are awkwardly bolted onto a finished project rather than integrated at the design stage. Chinese manufacturers are particularly notorious for producing insecure technology, due to a combination of cost-cutting and lack of regulatory scrutiny.
Impacts
- Adoption of Chinese technology standards at the ITU will allow critical security issues to go unaddressed.
- Security-by-design standards are emerging in Western countries, but most are voluntary.
- Stricter regulation will emerge, but it lags far behind use.
