Significance
The notice has been widely interpreted as an attack on freedom of expression ahead of a general election campaign in which public gatherings have been banned and the bulk of campaigning is supposed to happen via media.

- Although past efforts have backfired, the success of Museveni’s COVID-19 media campaign will encourage him to increase his media presence.
