Sudan’s new institutions will face multiple challenges

The formation of a cabinet is the next step in the roadmap agreed under the August 17 power-sharing agreement between the Transitional Military Council (TMC) and protest leaders from the Forces for Freedom and Change (FFC), after the Sovereign Council (SC) was sworn in on August 21.


  • A sustained escalation in armed conflict would severely test the agreement.
  • Economic improvement and reform will be fraught with challenges and are unlikely to be rapid.
  • The Rapid Support Forces will continue trying to avoid scrutiny of its activities.
