Kenya faces challenges in responding to Nairobi attack

The attack killed at least 21 people and injured 30, while security forces successfully evacuated roughly 700 others.


  • The attack will tarnish Kenya’s image as a safe environment for tourists and expatriates.
  • The attack will probably not prompt a major shift among politicians or public opinion over Kenyan military involvement in Somalia.
  • Al-Shabaab may calculate that possible reprisals against Muslims would provide a recruitment boost.
