Significance

The Minsk 2.0 brokered ceasefire between Ukraine and Donbas separatists is just about holding while discussions in Washington intensify over whether to arm Ukraine with lethal defensive weaponry, and Western lenders prop up Ukraine's fragile economy. The killing of opposition leader Boris Nemtsov has heightened fears in Russia of intensified Kremlin intolerance of opponents. Russia's economy continues to struggle in the face of international sanctions.
