Final Disclaimer: At the beginning of the interview, ground rules were established. It was agreed that if Secretary O’Neill did not want a statement to be on the record, we would turn off the recording device. To everything that was recorded, O’Neill gave his consent for publication. O’Neill did not request any questions prior to the meeting in his office. As in all interviews conducted for this study, questions were posed in a neutral tone. The interview questions were also open-ended, which often led to much more extensive responses often revealing much more than was intended by the initial question.
