Abstract

Discusses how some countries (USA, Brazil, Australia, Germany and Canada) have a limited jurisdiction over individual states, provinces or regions of each country. Illustrates healthcare and emergency services and discusses each with regard to the Y2K problem. Wonders whether, because of underfunding, awareness and resourcing are lower than required with regard to demand on these services.
