Abstract

Explains resistance to community policing in Germany in terms of historical and legal constraints. Notes similar problem areas in other countries, e.g. information exchange with the public and with other agencies. Recognizes the limitations of legislation in changing practices or attitudes. Concludes that the negative attitudes toward community policing shown in Germany, the UK and the USA form a common basis for learning.
