AB  - The Training and Enterprise Councils (TECs) initiative is the most
recent in a series of attempts to improve training and stimulate a
change in attitudes. There is an emphasis on local people meeting local
needs. The details and operation of the scheme are described and
assessment made of TECs′ successes to date.
