Abstract

The particular dimensions of the World Summit on the Information Society (WSIS) action plan that are intended to close the infrastructure shortcomings of the digital divide can best – and possibly only – be addressed through the wide deployment of a new generation of broadband satellites. Yet current business developments do not provide any level of comfort that the present commercial and regulatory regimes are properly structured for such deployment. This paper proposes some particular aspects of a model conceived by the International Telecommunications Satellite Organization (ITSO) that can provide the proper regulatory incentives and conditions that will allow market forces to meet the requirements of the action plan.
