Abstract

States that resistance to TQM is a deliberate strategy of some managers and their resistance takes on many forms, depending on the status of the implementation programme. Describes and analyses the most common tactics to enable TQM practitioners to recognize and overcome the resistance and its pernicious effects on the rest of the organization.
