It provides access to the holdings of 175 libraries and 25 databases, including the Colorado Legislative Database. Describes the strategies used to build both public and private partnerships, obtain federal and state partnerships, and establish both a technical infrastructure and training mechanisms. Also considers ongoing policy and budgeting issues.
