AB  - In the development research of talent resource, the most important topics of talent resource forecasting and optimization are the structure of talent resource, requirement number and talent quality. This paper establishes factor reconstruction analysis forecasting and talent quality model on the basis of system reconstruction analysis and ensures most effective factor level in the system. The method is based on works of G.J. Klir, B. Jones, and performs dynamic analysis of example ration.
