AB  - Introduces literacy as the key to women having equal participation in development and decision making processes. Discusses the ways literacy is linked to power and goes on to highlight three social macro functions of literacy which reflect inequality, the identification of literacy, conservation of history and the construction of literacy. Concludes that through changes in these areas power can be redefined and distributed more equally.
