TY - CHAP AB - This chapter discusses the dilemmas of government using a market model for contracting health and human services to the private sector. The particular case in point is the use of Latino community-based agencies to help stem the disproportionate incidence of HIV/AIDS in the Latino community. The chapter explores the assumptions of efficiency and accountability in the contracting process and the concomitant possible loss of responsibility of government in providing optimal solutions to critical social problems. The conclusion is that to provide these programs, a more effective model is one where both government agency and non-profit organization work in partnership.
