Abstract

Purpose

This paper explores the economic and social effects of human capital investment in the 20th century. As well as drawing on census data and statistical yearbooks in Australia and Aoteoroa/New Zealand, the paper develops its argument by an intersection of scholarly work in sociology, economics and the history of education to consider the effects of increased human capital investment on economic growth but also on the experiences of childhood, work discipline and the present climate crisis.

Design/methodology/approach

This paper considers the implications of what economic historian Claudia Goldin has described as the “human capital century” for the history of school and university education. By reconsidering education in the settler colonies, especially Australia and Aoteoroa/New Zealand, as “stimulus”, this helps explain key aspects of contemporary human capital investment, which the paper argues should be understood as constituted by children's and young people's free labour at school, university and across the economy.

Findings

This research argues that children's and young people's free labour, performed in educational institutions, constitutes a large portion of Australia and Aoteoroa/New Zealand's national investment in human capital. At key points, this investment has acted as an economic stimulus, promoting surges of profitability. The effects were not confined to young people. Systematised, educational expansion also became the foundation of environmental degradation, labour market exploitation and a relentless increase in service-sector productivity that is worn on professional bodies. Productivity increases have been associated with reduced professional autonomy as a managerial class coerced professionals into working harder, though often under the guise of working “smarter” – a fiction that encouraged or coerced even greater personal investment in collective human capital. This investment of personal time, effort and selfhood by children and the professionals they grew into can thus be seen, in Marxian terms, as a crucial vector of capitalist exploitation in the 20th century.

Practical implications

The paper concludes by suggesting that a reduction of managerial influence in educational settings would improve learner and professional autonomy with improved labour and environmental conditions.

Originality/value

The paper makes a unique contribution to the history of education by exploring education as stimulus as a key component of education’s role in 20th and 21st century capitalism. It interrogates exploitative aspects of human capital investment, especially in the midst of environmental catastrophe and the recent COVID crisis.

It is hard to imagine more thoughtful and stimulating responses to The Familial State (Adams, 2005a) than the four gathered in this symposium. Mounira Maya Charrad, Ivan Ermakoff, Edgar Kiser and Pavla Miller raise important challenges not only for me but for all those who tackle questions of large-scale comparative history. Rather than arguing about this or that point of specific interpretation – in fact I think that unlike some “Author Meets Critics” sessions, these commentators have the main arguments of the book nailed down – I will immediately turn to those issues. These include the relationship of the argument to today's patrimonial states; patriarchal power and internal family dynamics; the reasons for the decline of hegemonic powers; the microfoundations of collective action and the place of evolutionary biology in comparative historical explanation.

Abstract

The concept of patriarchy, one of the key thinking tools of the 1970s women’s movements, has been used and critiqued in many current and historical projects. This chapter enters the debate in an unorthodox way. Rather than define, defend, or critique the concept of patriarchy, it focuses on its capacity to articulate historically specific forms of relations between gender and generation.

The body of the chapter notes the continuities and differences in the way mastery and social infancy were connected in several episodes of thinking with patriarchy in Western social and political thought. Attempts to bring Roman law into a coherent system in early sixth-century ce, debates between defenders of absolutist rule and proponents of democracy in the late sixteenth and early seventeenth century, nineteenth-century reconstructions of human pre-history and resurgent twentieth-century women’s movements have all left traces in ways of thinking about gender and generational relations today.

In the last two decades, new forms of activism and scholarship drew on the conceptual toolkit surrounding patriarchy. The last section of the chapter highlights two of these areas: research on child rights governance and the total social organization of labor, and writings on patrimonialism. Key insights from this work, the chapter concludes, can be used to argue that a focus on historically specific forms of the interface between gender and generation constitutes a useful aspect of thinking with patriarchy.

Abstract

The key argument of the book is that parcellization of power between great merchant families and the patrimonial corporations they ruled, first fuelled the Dutch Golden Age and then contributed to its demise. Even though farsighted contemporaries realized that a measure of centralization was essential, they were unable to loosen the patricians’ grasp of particular hereditary powers. Were the internal dynamics of elite families one factor in driving political fragmentation? Adams stresses that the “betrayal of the bourgeoisie,” routinely used as explanation of Dutch decline, can also be read as “loyalty of the patriarch,” and notes that the patriarchs acted in defence of the lineage continuity they themselves imagined and represented. In this area in particular, systematic attention should also be given to the urgings, imaginings and interests of other household and family members, and the cautionary tales of kin and friends who, in one way or another, missed out.

Abstract

This paper considers whether the term patrimonialism can be applied to one racially bifurcated aspect of Australian history: the relations between ‘squatters’ and those with competing civil and property claims. From the perspective of white settlers, the power of pastoralists who acquired use rights over vast stretches of land in late eighteenth and early nineteenth centuries represented a challenge to rural settlement, economic development, the right to vote, workers’ rights and parliamentary democracy.

From the perspective of Aboriginal peoples who held traditional ownership of pastoral lands, squattocracy began with armed conflict and ended with practices aimed at detailed government of their everyday life. More generally, as white settlers consolidated property rights to land, they expropriated Indigenous peoples’ capacity to govern themselves.

The paper concludes that there have been two distinct histories of patrimonialism in Australia. The Australian colonies were among the pioneers of ‘universal’ male and later female franchise in the nineteenth century; Aborigines gained (de jure) full citizenship only in the late 1960s. While the squatter’s patrimonial rule over white settlers was short-lived, that over some groups of Aboriginal people persisted for more than a century.

This introduction discusses the ways the idea of generation has been used in scholarship, for the general public, and in marketing to define and discuss social trends and understand behavior. The need to apply an intersectional lens to the concept is stressed. The eight chapters in the volume, each of which applies such a lens, are summarized. The particular relevance of gender and generation to the current Covid-19 pandemic is highlighted by the introduction and the chapters.
