Abstract
Purpose
The purpose of this paper is to present an analytical review of the educational innovation field in the USA. It outlines classification of innovations, discusses the hurdles to innovation, and offers ways to increase the scale and rate of innovation-based transformations in the education system.
Design/methodology/approach
The paper is based on a literature survey and author research.
Findings
US education badly needs effective innovations of scale that can help produce the needed high-quality learning outcomes across the system. The primary focus of educational innovations should be on teaching and learning theory and practice, as well as on the learner, parents, community, society, and its culture. Technology applications need a solid theoretical foundation based on purposeful, systemic research, and a sound pedagogy. One of the critical areas of research and innovation can be cost and time efficiency of the learning.
Practical implications
Several practical recommendations stem out of this paper: how to create a base for large-scale innovations and their implementation; how to increase effectiveness of technology innovations in education, particularly online learning; how to raise time and cost efficiency of education.
Social implications
Innovations in education are regarded, along with the education system, within the context of a societal supersystem demonstrating their interrelations and interdependencies at all levels. Raising the quality and scale of innovations in education will positively affect education itself and benefit the whole society.
Originality/value
Originality is in the systemic approach to education and educational innovations, in offering a comprehensive classification of innovations; in exposing the hurdles to innovations, in new arguments about effectiveness of technology applications, and in time efficiency of education.

Abstract
Purpose
The purpose of this study is to determine the competency characteristics required for the employment of master’s degree students in educational technology.
Design/methodology/approach
A combined qualitative and quantitative method was used to consult multiple experts through a modified Delphi method. Competency characteristics were extracted from Chinese recruitment apps, national recruitment websites and university training programs. Ten senior teacher experts who teach educational technology master’s students were consulted through a questionnaire consultation to validate the proposed competency model. The weights of competency characteristics were determined through a combination of the analytic hierarchy process and entropy method.
Findings
The results show that when recruiting educational technology master’s students, more emphasis is placed on operational skills. The majority of companies tend to assess practical abilities rather than theoretical knowledge. Relevant knowledge of educational technology, psychology, computer science and education is considered to be the basic knowledge components of educational technology master’s students, while professional skills are the core skills required for their positions. Therefore, universities need to focus on training, educational technology graduate students in these areas of competence. The study also found that professional qualities (such as physical and mental fitness) and personality traits (interpersonal communication and interaction) receive more attention from companies and are essential competencies for educational technology master’s students.
Originality/value
A competence model for educational technology master’s students is proposed, which includes aspects such as knowledge, personal skills/abilities, professional qualities and personality traits. The competence elements included in this model can serve as reference indicators for universities to cultivate the competence of educational technology master’s students, as well as reference points for recruiting units to help them select talents. This represents a new dimension in research related to the employment of educational technology master’s students. The study enriches the research objects and competence dictionary in the field of competence research.

Abstract
Over the past 30 years, China has made dramatic changes and improvements in various educational areas, including the educational technology field. These changes have been supported by policies initiated by the country's central government. This chapter reviews the historical development of China's educational technology policies, paying particular attention to the evolutionary process, and examining policy features that have influenced Chinese educational development. The Chinese education technology framework encourages the use of educational technology to address more ambitious goals for economic and social development and thus serves as an important catalyst for advancing Chinese education.

Abstract
Purpose
At present, the development of information technologies changes the whole system of public functioning. Special attention is paid to the system of higher education, as it forms future highly qualified specialists, who will become the basis of digital economy. According to this, new remote technologies are implemented into the system of education each year, which are a basic prototype of smart technologies. The purpose of this paper is to determine the role of remote technologies in the development of the system of higher education and to form skills with the students.
Design/methodology/approach
Based on this, it is necessary to solve the following tasks: view the aspects, peculiarities and possibilities of remote education; distinguish the main tools of remote technologies in education; offer electronic final program as a remote method of evaluation of students’ knowledge.
Findings
In this study, the following methods are used: analysis, synthesis, logical method, abstraction and comparison. Scientific novelty consists in performing research in the sphere of significance and implementation of remote technologies in the system of higher education of the Russian Federation.
Originality/value
This research could be useful for public officers who form programs of development of higher education and for academic staff of higher educational establishments.

Abstract
Purpose
This paper is aimed at describing and analysing what school organisers express when they network to expand the access and application of digital technologies in educational systems. Digital technologies develop rapidly in society, creating challenges and opportunities in people’s lives. Schools have an important task: to prepare young people for a future permeated by digital technology.
Design/methodology/approach
Participant observations and semi-structured interviews were used to describe and analyse how school organisers describe digitalisation work in the educational system.
Findings
The findings show that school organisers describe digital competence and providing support to schools as being important for expanding the access and application of digital technologies in the educational system. They also talk about equality connected to digitalisation work, changes in organisations, the importance of a holistic perspective, and a gold thread. They furthermore explain that networks, a sharing culture, good relations, and good communication enable digitalisation work. In addition, they point out that the lack of time, attitudes towards digital technologies, the lack of digital competence, and resistance to change are some of the constraints for digital technologies in the educational system.
Practical implications
School organisers need to implement digitalisation policies, which can be problematic because they work strategically to support operational activities.
Originality/value
This paper contributes knowledge about school organisers’ work to expand the access and application of digital technologies in the educational system.

The use of technology continues to be an integral component of the current and future general and special educational landscapes. This was only made more evident during the COVID-19 pandemic and move to remote learning that was required by many school systems. The use of educational technology for culturally and linguistically diverse (CLD) students is an important way to address their special needs and improve their educational outcomes. Many of these students benefit from increased learning opportunities that are provided with computer-based technology; however, there are important considerations that must be addressed when using technology with these students. This chapter discusses the use of educational technology for CLD students to address their unique needs through culturally relevant pedagogy and teaching strategies.

Abstract
Purpose
Based on previous information systems/educational technology success models, the purpose of this paper is to establish a comprehensive, multidimensional model for assessing blog-based learning systems success.
Design/methodology/approach
Data collected from 240 blog-based learning systems users in the context of higher education were tested against the model using the structural equation modelling approach.
Findings
The results indicate the interrelationships between six system success variables: system quality, content quality, context and linkage quality, user satisfaction, system use, and learning performance. In particular, this study confirms that quality attributes positively affect user satisfaction, which in turn positively influences learning performance directly or indirectly through the mediation of system use.
Originality/value
This study is a pioneering effort to develop and validate a blog-based learning systems success model.

Abstract
Purpose
The e-learning-based approach is critical in keeping the wheels of education turning in the face of the COVID-19 epidemic. In this scenario, analyzing the implementation of the e-learning system is required to properly grasp the needs. The purpose of this paper is to demonstrate the relationship between technical system quality, information quality, service quality, educational system quality, support system quality, learner quality, instructor quality, perceived satisfaction, perceived usefulness, e-learning system use and benefits.
Design/methodology/approach
This study was carried out by giving online questionnaires to students attending private institutions in Indonesia. A total of 593 students participated in the study and provided responses. The structural equation model, which is supported by the program WarpPLS7.0, is used to analyze the data.
Findings
Maintaining the quality of the technological system, the information system, the learners and the educational system can help achieve the goal of increasing perceived utility. In the meanwhile, factors such as inadequate service quality, educational system quality, support system quality and teacher quality can all pose challenges to perceived levels of satisfaction. To get the most out of e-learning apps, users' expectations about how fun, useful and easy to use they are need to be met.
Research limitations/implications
This study was carried out in the midst of the COVID-19 epidemic with a restricted number of participants from Indonesian institutions of higher education. This research has the potential to be expanded into a variety of different types of higher education in the future.
Practical implications
The main thing that will determine whether an e-learning system model works is the quality of the learners.
Originality/value
The institution should think about changing the material offered in the e-learning system to make it easier for students to grasp by describing the current material and providing digital handouts of lecturers' explanations. This study expanded the e-learning system success model and applied it to the evaluation of e-learning deployment in Indonesian higher education. This study will improve student comprehension of the e-learning model and contribute to the body of knowledge about e-learning applications and technology.
