Abstract

Purpose

There is no proposed solution to address the unresolved issues of constructing the Chinese university intellectual property information service system (IPISS) to promote the whole process service efficiency of IP creation, utilization, protection and management. The purpose of this paper is to propose a complete system, including theoretical framework and system development which addresses the existing difficulties to IP create, protect and transfer for researchers in universities. The paper shares the practice of utilizing the system developed by Wuhan University IP research team known as Wuhan University Intellectual Property Information Service System (WHU-IPISS).

Design/methodology/approach

First, the IPISS of 23 universities in China was investigated on the internet. Aiming at the deficiencies of the system, such as single service type, lack of patent display window, low management efficiency. This paper constructs the theoretical framework, proposes the IP ecological chain model, divides it into four sub-chains and carries on the functional design. Further, under the theoretical framework, the IPISS was developed, including the resource supply management system, user demand matching system, resource assessment system and expert support system. Finally, the system was applied to Wuhan University to provide IP services in the whole process for university researchers.

Findings

WHU-IPISS realizes the functions of IP resource supply, demand matching, value evaluation and expert support. It solves the IP needs of university researchers and provides a guarantee for their technology research, patent portfolio, patent transfer and patent rights protection. It also improves the efficiency of IP service and can construct the IP ecosphere in universities.

Originality/value

The WHU-IPISS solution resolves issues of “How to develop the university IP whole process service model, fulfilling the IP service needs for universities' researchers”. The software will be released as open-source for other universities' use. The publishing model is also useful for those universities that intend to implement the IPISS.

Abstract

Purpose

This paper aims to propose a technical solution to rapidly access and locate the nearest interlibrary loan resources using OpenURL in the services of a local library.

Design/methodology/approach

First, the paper creates knowledge bases of “nearest access” services, which can automatically identify the nearest library and rapidly locate the resources in the target library. The knowledge bases consist of information about the nearby libraries and a rapid location rule for resources in these libraries. Second, the paper designs “nearest access” algorithms that allow users to identify and select the nearest interlibrary loan resources from the knowledge bases of “nearest access” services.

Findings

Through these steps, the paper establishes an architecture for accessing resources in the nearest library that are based on a combination of knowledge bases and “nearest access” algorithms, providing users with a convenient and rapid method to access interlibrary loan resources.

Originality/value

The innovation of this research lies in the ability of the proposed architecture in providing accurate, agile and personalized access to digital interlibrary loan services. Through this work, users will finally possess a tool to rapidly locate the resources in the nearest library using OpenURL.

Abstract

Purpose

This aim of this article is to propose a technical solution for digital libraries to establish the information needs ontology based on a comprehensive understanding of personalized user information needs and offer an information push service by really simple syndication (RSS) in a ubiquitous computing environment.

Design/methodology/approach

First, the authors formalize an ontology model applicable to the ubiquitous computing environment to describe user information needs comprehensively. The information needs related to the user's research activities are regarded as the ontology, which is described with web ontology language (OWL), and thus an ontology knowledgebase is established. Second, in light of the user's explicit information needs, the digital library finds the hidden information needs from the ontology knowledgebase, and also extracts the information resources required by the user from the corresponding database and then pushes them to the user by means of RSS. Finally, users can browse through a man‐machine interface to access the information.

Findings

After these steps, an RSS information push service architecture is established based on the user information needs ontology, providing the users with dynamic, personalized and proactive information services.

Originality/value

The innovation of this research lies in the fact that the architecture that is put forward is helpful to improve the accuracy and integrity of information push service of digital library, and is also beneficial for the research on u‐library.

Abstract

Purpose

The aim is to provide a review of the literature concerning interlending and document supply and related matters.

Design/methodology/approach

The paper is based on the reading of over 150 journals, as well as monographs, reports and websites.

Findings

It is found that open access (OA) continues to grow in importance and may well be approaching a tipping point where it becomes the norm rather than a minority and patronised channel. The UK government has signalled support for author mandates to publish in open access journals. However in the US – the publishers are once again attempting to block OA mandates. Patron driven acquisition has clearly arrived and is deeply embedded in the US although less so elsewhere in the world. Significant resistance to Big Deals has resulted in an excellent settlement by UK universities.

Originality/value

The paper represents a useful source for librarians and others interested in interlending and document supply as well as such related matters as resource sharing and open access.
